There are many potential benefits to forming joint fire and police districts, including the possibility of administrative or back-office staffing reductions. Opportunities to share highcost technology and equipment can make previously unaffordable items available at a more reasonable cost. In addition to financial benefits, district consolidation can lead to a more advanced, professional police or fire agency as opportunities for training, specialized services and staff recruitment/ retention are enhanced.
MARCS is a statewide first-responder radio system. Currently serving all State agencies and hundreds of local political subdivisions in Ohio, however, there are still 1337 discrete radio systems in the state that could utilize MARCS as their primary platform if investments are made to transform MARCS into a P-25 network. Studies indicate that $500 million to $1 billion in savings to ongoing capital and operating expenses could be achieved through migration to the MARCS platform. However to integrate the discrete local radio systems, a new funding model is required.
